BOROUGH ENGINEER'S REPORT.

The following report by the Borough Enginaer was adopted at the meeting of the Works Committee on Wednesday:— 1 have to report that the work uf kerbing Hall Street has been completed, that the work of channelling is nearing completion, and the work nf tar paving is proceeding as continuously as material can be supplied. I have found it impossible, owing to climatic and other conditions, to re-commence tar macademising Queen Street, but I hope to be in a position to do so about Friday. The work of channelling, kerbing and tar paving Queen Street south, from Queen's Hotel, has been commenced, and will proceed continuously so far as the funds., £284, allocated for the purpose, will enable. The formation of Donald Street is approaching completion, and the work of metalling will be commenced at once. Attention has been given to defective culvert in Pownall Street, and other minor matters. I consider that a hand-rail or some other protection to the public should be provided for the two culverts in ll n gg Crescent and Bunny Street, seeing that the culverts do not extend to the full width of the road. The preparation of the necessary plans and specifications for the proposad Borough Stables at the depot has been placed in the hands of Messrs Varnham and Rose, with a request that they should expedite delivery as much as possible. At the request of His Worship the Mayor and the Chairman of the Committee, I have drawn what in my opinion is a very reasonable specification for the construction of a road suitable for light traffic only. This I submit to the Council for their consideration, as I understand the object of the specification is to enable the Borough Council to say to syndicates and other persons proposing to construct private streets within the meaning of the Act, which subsequently the Borough Council will be asked to take over, that this is a specification of what they consider to be reasonable requirements for a common road within the Borough of Masterton, and so as to clearly define what in this particular the Borough Council expects. Tenders have been invited, on a specification drawn by myself, for the supply of horse provender. These tenders are made returnable on the 17th March, at noon.

I am to-day inviting tenders for the construction of a footpath on the east side of Cornwall Street, together with the grading of that side of the highway, in accordance with the plans and specifications on deposit at my office, and likewise for the construction of an extension of the Cornwall Street sewer] in accordance with your wishes previously expressed. These, tenders are also returnable on the 17th.

The footpath contract in Renall Street, as left by Tinsley, omitted to provide for the grading of the road on the north side, and it is left in a dangerous condition. It has occurred to me that we might very properly grade the material away with a steam roller, and, when so released, it might be place-! in Pownall Street for formation purposes. In any case we would have to provide a shoot, and I suggest that the Committee should take the course I outline with regard to this surplus material, and the effect will be that when the contract for the formation of Pownall Street comes to be let, there being less metal to provide, the contract should be let at a correspondingly reduced figure.
