RESTRICTING IMMIGRATION.

NATAL ACT DECLARED INOPERATIVE.

Received February 24, 11.20 p.m. VICTORIA, February 24

Chief Justice Hunter of Victoria, British Columbia, has declared that the Natal Act is inoperative as regards Japanese, because it is against the Anglo-Japanese treaty. An appeal to the Supreme Court and Privy Council is foreshadowed.

The British Columbian Act meanwhile cannot be enforced.

(Ths Act restricting Asiatic immigrdtion, passed by British Columbia, was signed by the Lieutenant-Gover-nor, but did not receive the Royal assent. The Act is on the lines of the Natal Act passed last month).
