PENALTIES. Flat Races,' —The winner of any flat race (after declaration of weights, if handicapped under Bst 10lb) to carry lOlbs penalty, and for every additional race 61b extra; if handicapped at Bst 10lb or over to carry only half the above penalties. Hurdle Eaces.—The winner of any hurdle race after declaration of weights to carry 101b penalty in the hurdle races; two or more races 2llb penalty..
