CZAR WILDLY CHLERED. Received November 18, 9.13 a.m. ST. PETERSBURG, Nov. 17. _ There was an impressive enthusiastic scene at the opening of the new Duma in the Tauris Palace. A majority of the members sang the Russian National Anthem four times and then wildly cheered the, Czar. There are few peasants, in the Assembly, but the number of priestly delegates is,considerable. , Mo«t of the deputies are more cultured than those who constituted.the previous 'Duma. "
