The provision in the Factories Act Amendment Bill relating to Chinese factories has been modified by the Legislative Council. Though it had passed the House of Representatives, the Attorney-General thought it advisable to consult with the Minister for Labour upon the subject, and the Hon. Mr Millar was persuaded that the clause he had agreed to should now be disagreed with as being too drastic. Accordingly the AttorneyGeneral moved in the Council, yesterday, to have it amended as follows: —"ho premises the occupier or intended occupier of which is a person of the Chinese race shall hereafter be registered as a factory under the authority of the principal Act.' This section shall not apply to any person of the Chinese race who is resident in New Zealand at the time of the passing of this Act." This, of course, leaves the trouble where it was, and only bars Chinese who enter the colony after the law is in operation.
