THE DUMA ELECTIONS. VOTERS DISPLAY REMARKABLE APATHY. Received September 30, 10.37 p.m. ST. PETERSBURG, September 30. The electors of Moscow and St. Petersburg display remarkable apathy with regard to the Duma elections. In many centres the voters are not sufficient to justify the elections. In other districts only five out of 1,480 voted. Opposition candidates have been chiefly returned.
