PARK AND LIBRARY COMMITTEE.
: A meeting of the Borough Park, Library and By-laws Committee was held last evening, there being present:—Crs J. C. Ewington (chairman), J. Prentice, F. W. Temple, W. Morris and J. Elliott The custodian of the Park (Mr D. I Jackson) reported that he required a I set of harness for the horse and cart working in the Park. He also stated , that the present condition of the cycling track around the oval rendered it unsafe. He suggested that the track should be ploughed up and then sown with grass seed. A grass track would bo quite as useful as any, and would also add to the general appearance of the oval. The fence around the oval also needed attention. The question of procuring a set of i second-hand harness was left in the hands of Cr Elliott. The Committee resolved to visit the Park, to-day, and decide as to ploughing up the cycle track, and laying it down , in grass and whether they will repair or remove the fence around the oval. It was decided to accept the offer of Mr Bannister to provide native trees for the Park extension, and to pay him for loss of time up to three days. The Masterton Municipal Brass Band were given permission to erect a gate giving access to the band practice room in the Park at their own cost, and subject to the gate being kept locked to the satisfaction of the custodian. Permission was also given the band to put a gas stove in the practice room at their own cost, and to take up a collection in < the Park either next Sunday or the following Sunday. With regard to the stop bank around the Waipoua River near the Park, it was decided to recommend the Council to place £7O (approximate cost) on this year's estimates for raising the bank a height of two feet for about twenty-two chains. The work was considered an urgent one. The Library Account showed a credit balance of £3 3s 4d, and accounts amounting to £ls 2s 7d were recommended for payment. It was resolved to provide two more sets of shelves for the library books, and a table shelf; also to consider the question of lighting the reading room at next meeting. The Lbrarian was instructed to furnish a list of magazines and papers at present being supplied to the library, with a view to calling tenders for the future supply. In connection with by-laws the Committee decided to report to the Council that By-law No. 5, relating to cess pits, also applies to septic tanks, and that no further by-law is necesssary; that in order to prevent the overcrowding of lands with buildings in the borough, the by-laws be amended to provide that in future subdivisions, dwelling houses should not be erected unless on a quarter of an acre of land. The Chairman and Crs Morris and the Engineer were instructed to lay off the Kuripuni Triangle with a view to fencing and improving it. It was decided to allow Mr F. W. Parker to run his cows in the horse paddock adjoining the Park to the end of the present month, provided he takes all risk and makes good any damage done to the willows that have been recently planted there.
