Acknowledging the loyal congratulations of the Council of the Empire (the Upper' Chamber, half-nominated) on his escaping from the plot against his life, the Czar replied : "My life is not precious to me provided Russia lives in glory, peace and prosperity." AGRARIAN POLICY. Received May 26, 4.54 p.m. ST. PETERSBURG, May 25. M. Stolypin, speaking in the Duma, outlined the agrarian policy of the Government. It was proposed to purchase any estates offered, which, with Crown and State lands, would form a reserve from which peasants could acquire land through the State bank at reduced rates, the difference being charged upon the taxpayer. The Government opposed the policy of compulsory purchase.
