INTERNATIONAL ACTION. LONDON, May 17. Sir Edward Grey, Minister for Foreign. Affairs, in a debate in the House of Commons on the Congo Free State and the atrocities committed therein, said that annexation of the Free State by Belgium, if that Power assumed a real and not a nominal responsibility, would be a great gain, but it was impossible to wait indefinitely. If the Belgian solution collapsed, the question would become an international one. The debate, added the Minister, showed Britain's willingness to help Belgium with moral support if she was seriously desirous of the termination of abuses.
