Received April 17, 11.30 p.m. ST. PETERSBURG, April 17. The Labour party in the Duma will oppose the Revolutionary section in the event of a dissolution. It is semi-officially stated in St. Petersburg that Professor de Martens merely expressed him own views with regard to the Duma. Received April 17, 11.30 J).m, LONDON, Api'il 17. The St. Petersburg correspondent of The Times reports that Professor de Martens' letter has caused the utand displeasure in Government circles. It is stated emphatically that the Government desires to co-operate with the Duma. (Professor de Martens, Russian jurist, and President of The Hague Arbitration Tribunal, in a letter to The London Times, stated that he considered that the second Duma had proved a failure, and that a dissolution was a question only of days or weeks. He thought the only remedy would be a of Article 87, covering the fundamental laws concerning the franchise.) Received April 17, S.i a.m. ST PETERSBURG, April 16. The Premier, M. Stolypin, has yielded to the Duma's demand regarding the appointment of experts.
