AMERICAN OFFICIALS ALARMED.

Received February 22, 8 16 a.m. . LONDON, February 21. The New York correspondent of The Times reports that under the law which allows the Governor of New York State to take proofs as to the efficiency of State officials, Mr C. E. Hughes, the State Governor, has created consternation among politicians and political office-holders by summoning and publicly examining Mr Kelsey, the State Insurance Superintendent, a man of integrity and ability, who had refused to re sign, preferring to rely on the support of the friendly State Senate. Mr Kelsey, in reply to Mr Hughes' questions, confessed that he had read the Armstrong insurance report only cursorily, and made other admissions. Mr Hughes has recommended the Senate to dismiss him.
