BANKING GOLD RESERVES.

ADDITIONAL STRENGTH URGED.

LONDON, December 21.

M. Felix Schuster, Governor of the Union of London and Smiths Bank, Ltd., and Vice-President and Chairman of the Council of tbe Institute of Bankers, read a paper at a meeting of the institute on "Our Gold Reserves." He advocated the formation of a second reserve to supplement the Btyak of England reserve, each bank, including tbe Savings Bank, uoutributiug two per cent, on the amount of the liabilities to tbe public, making £12,000,000 in gold whion tbe Bank England would hold, and would only use with tbe permission nf a email Committee ot Bankers. Mr Schuster also advocated that the Banblof England should be empowered to increase its note issue agaiust securities after the bank rate bad reached a certain level.
