CONGO FREE STATE.
A REMARKABLE INTERVIEW. Received December 12, 9,3 a.m. BRUSSELS, Deoember 11. KiDg Leopold, in a remarkable interview, complained of the press describing hitu as a monster of greed and cruelty, arid worse than Nero, He admitted that there bads been some misgovernmeiit and cruelty in trio Congo State. Ifc was uurious, he said, that outside oritins always expeoted <;he Millennium elsewhere than iu their own territory. His Majesty declared that be was poorer, wot richer, for his connection with the Uougo. (Congo Free State was recognised by the Act of the Congo International Conference of Berlin of 1885 as a sovereign power under King Leopold. It was declared perpetually neutral, and freedom of trade was established in the basin of the Congo. The King has bequeathed to Belgium his sovereign rights in the State).
