(Congo Free State was recognised by the Act of the Congo International Conference of Berlin of 1885 as a sovereign power under King Leopold. It was declared perpetually neutral, and freedom of trade was established in the basin of the Congo. The King has bequeathed to Belgium his sovereign rights in the State).
