In tho course oi an address to the Volunteers, to-day, at the conclusion of tho unveiling ceremony, Sir Joseph Ward intimated that he intended making a statement as to the composition of the new Defence Council on his return to Wellington. Tho Premier said the Government intended to place Volunteers on a much better footing than at present, and to offer inducements to civilians to become marksmen.
