The Head Committee advises the Het Volk Congress to accept a programme which includes racial reconciliation, federation of South Africa, just and humane treatment of natives and their suitable education, especially industrially ; also the prohibition ot the importation of Asiatic labour, the gradual repatriation of Chinese at the expiration of their contracts, and the replacement of Chinese by natives. Keceived December 5, 11 p.m. CAPETOWN, December 5. The Het Volk and the Progressives are unable to agree to a united protest against the reservation of native and Asiatic questions in the Constitution. The Progressives will cable to Lord Elgin separately.
