DEFENCE MATTERS. Received November 28, 9.3 a.m. PARIS, November 27. General Negier recommends disbanding thirteen French cuirassier regiments, thus releasing nine thousand horses and men towards the formation of one hundred and twenty batteries of heavy field artillery, which are imperatively needed.
