A MINISTER RESIGNS

Received November 23, 10,42 p.m. OTTAWA, November 23. At the opening of the Dominion Parliament, Earl Grey, GovernorGeneral, announced that Great Britain bad transferred the Halifax dockyard to Canada, who would übo it for a base of operations in-connection with the aids to navigation. The Hon. O. S. Hyman, Canadian Minister of Works, has resigned the office in consequence of revelations of corruption ciunected with his last eleotion.
