FOREIGN POLICY. Received November 17, 12.8 a.m. BERLIN, November 16. Prince Bulow, in the course of a speech in the Reichstag, admitted the need of caution in regard to the overseas, policy lest they should endanger Germany's safety in Europe. Referring to the recent meeting between King Edward and the Kaiser at Kronberg, he remarked that the meeting strengthened the good relations between the two sovereigns. He quoted the hope expressed at Kiel by King Edward in 1904 that the flags ot the two nations would never meet in hostility.
