THE WANMINLOS INCIDENT.

Russia states that the German steamer Wanminlos was not fired upon, though she was properly de tained near Kevnl. The captain was unable to definitely state his destination, bat when instructions were received from St. Petersburg he proceeded to Kronstadt. (It was reported laßt week that the Wanminlos, laden with explo. slves ordered by the Russian Government, was fired on . and seized by a Russian cruiser* notwitHstanding the fact that the German captain produced the Russian Admiralty's letter of authorisation. After the commander of the warship had communicated with the authorities at St. Petersburg be released the captive steamer. The German press consider the matter another Dogger Bank affair, and insisted on explanations).
