LONDON MUNICIPAL ELECTIONS.
SWEEPING MODERATE ■VICTORIES. LONDON, November. The borough elections have so far resulted in many Moderate gains in London and Labour defeats in the provinces. The Moderates obtained many sweeping viutories. Progressives have been eliminated at Fulham, Wandsworth, and Lewisbam, and reduced in other boroughs, as well as in the provinoes. MODERATES SEOUHE A BIG MAJORITY. Received November 4, 5.2 p.m. LONDUN, November 3. At Oamberwell, flampatead, Shoreditch, Deptford, Kensington, and Westminster the Moderates won heavily. The London County Council three per centum Water Board shares rose considerably as the result of the elections. Thereturns give 974 Moderates, 257 Progressives, 97 Independents, 32 Labour, and 2 Socialists elected. The Moderates hold the majority in 23 Councils *and Progressives in three. The Daily Chronicle says that the result is dae fo fear of Sooialism, secondly to the inorease in rates, and thirdly to the extravaganoe of the Poplar Borough Council. Reneived Novembwr 3, 5.2 p.m. LONDON, Novembers. Mr A. J. Balfour, speaking at the "1900 Olnb" dinner, said the municipal elections bad surprised both parties, and indicated that the oountry was realising the pretences whereby the Government had olimbed to office. He ridiouled Sir Henry Oampbell-Bannerman's weak leadership, and declared that be was always willing to purchase votes by surrendering the leadership tempori arily to the Irish, Welsh or Labour seotions. This, added Mr Balfour, was a real public danger.
