Received November 4, 4.45 p.m. LONDON, November 3. " At tne Wireless Telegraphy Congress the British delegates, while agreeing with the general prinoiple of interchange of ethergrams, seonred the rights of every country to exempt certain stations from the obligation of compulsory communications. Britain restricted herself to a reasonable provision for the exchange of messages between ships and the land. A resolution submitted by the American delegates making intercommunication between ships and ships compulsory wss carried, despite Britain's opposition on the ground that it was impracticable, and also an improper restriction of Individual rights. Britain, however, carried a reno Nation making the American motion a separate article of agreement to which the signatory powers are not neoessarily oorapelled to adhere. The treaty will operate from July, 1908.
