PLURAL VOTING BILL.
Reoeived November 1, 9.56 p.m. LONDON, November 1. In tbe House of Commons the Plural Voting BUI passed the committee stages. THE EDUCATION BILL. Received November 2, 12.45 a.m. LONDON, November 1. The House of Lords, by large majorities, are amending the Eduoation Bill in pursuance of tbe resolution reserving tbe right to insist that different tpyes of schools should be treated in differed ways, and in order to prevent the possibility of unjust stifling of denomination rights. HOME RULE. Reoeived November 1, 9.58 p.m. LONDON, November 1. In the House of Commons the Hon. James Rryce, Secretary for Ireland, in reply to Captain Craig, stated that Sir Anthony MaoDonneJl'a speech foreshadowing Home Rule or B the devolution of legislation for Ireland, was not made with the sanction or approval of the Chief Seoretary and the Cabinet.
THE RAND. Received November 1, 9.56 p.m. LONDON, November 1. Mr Winston Ohuroh'll, in the House of Commons, in reply to Mr B. H. Piokergili, said the decrease of whites on the Rand from April to September was 1,000. The increase of Chinese had been 3,59b. A number of whites on the Rand were unemployed. There was abundant evidence that the population was beonming alive to the signifloanoe of the fact that shortly they would be able to express their veiwa in the representative Assembly. Mr Ohurobill declared tbafc he was unable to inform Mr J. B. Markham, without notice, regarding the in oreaHe of Kaffirs on the Rand, or whether any Chinese were doing the worn of skilled whites.
