Reuter's Washington correspondent states tbat the Government consider tbat the American-Japanese situation is exceedingly grave, requiring the most delicate treatment to prevent an open rupture. President Roosevelt is sending Mr Viotor Metoaif, Seoretary Jof Commerce and Labour, to make enquiries at San Francisco.
