ATTITUDE OP THE GOVERNMENT. Received Ootober 18, 8.30 a.m. ST. PETERSBURG, Ootober 17. The Russian Government refuses to legislate on the lines of the programme of the Peaceful Regeneration party, alleging that the programme is a menace to the public welfare, since it includes forcible expropriiitiou among its planks. A CASHIER ROBBED. Received October 18, 11.55 p.m. ST. PETERSBURG, Oct. 18. Seven anarchists robbed a tramway oashier at Warsaw of two thousand roubles and fled. The infantry, witnessing the assault, fired, killing two of the anarchists and a pedestrian and wounding twelve others. Sixty-four arrests have been made in bouses where anarchists bad taken refuge.
