Mr Taft's proclamation was in oonsequence of the failure of the OubanfOongress to elect a successor to President Palma, who refused to continue in charge of the Executive. Only four Congressmen attended the meeting. Mr Taft has released the prisoners charged with conspiracy, aud appointed a commission to arrange terms with tbe insurgents, wbo have notified their readiness to negotiate. NEW YORK, September 30. The authorities at Washington are preparing a preliminary expedition of five thousand five hundred men. REPORTED BRUSH BEIWEEV THE REBELS AND MARINES. TWENTY-FIVE AMERICANS KILLED. The New York correspondent of the Times says that it is expected that a special session^of the American Congress dealing with Cuba will reflect the growing sentiment in favour of annexation.
