THE REBELLION. Received September 30, 4.46 p.m. NEW YORK, September 29. Mr W. J. Bryan, who is a candidate for tbe United States Presidency, declares that a state of civil war does not warrant American intervention iu Cuba. Received October 1, 1.1 a.m. HAVANA, September 30, Mr Taft, United atates Minister of War, has issued a proclamation aud declared himself Governor of Cuba. An American provisional Government has assumed possession for tbe purpose of restoring peace and public oonfldenco until a permanent Government is established. Tho Cuban flag will not bo lowered. Mr Taft bos cabled to the authorities at Washington to send troops au arranged.
