President Palma and the ''VicePresident and their supporters in the Senate and the House of (representatives have deoided to resign. MR TAFI'S REPORT. LAST ELECTIONS THOROUGHLY ROTTEN. Received September 26, 11.27 p.m. NEW YORK, September 26. Mr Taft complains that the Cuban Government is resorting to petty obstructions in order to retain offloe, rendering it difficult for the United States to .avoid intervention since President ■ Palma has rejeoted an honourable compromise. Investigations showed that the last elections were'tboroughly rotten. Mr Taft fears that the insurgent commanders have lost control of the rebels, which are becoming lawless bands. Under the compromise suggested President Palma retained th« Preai denny with a new Ministry. President Rooserelt has appealed to President Palma's patriotism, urging the acceptance of the terms. The battleships Indiana and Kentucky have been ordered to Cuba. One thousand additional marines and 2,000 bluejackets are assembling, making in all 7,000 Americans ready to land.
