Investigations showed that the last elections were'tboroughly rotten. Mr Taft fears that the insurgent commanders have lost control of the rebels, which are becoming lawless bands. Under the compromise suggested President Palma retained th« Preai denny with a new Ministry. President Rooserelt has appealed to President Palma's patriotism, urging the acceptance of the terms. The battleships Indiana and Kentucky have been ordered to Cuba. One thousand additional marines and 2,000 bluejackets are assembling, making in all 7,000 Americans ready to land.
