DISARMAMENT.
SPEECH BY MR HALDANE. Received September 17, 10.30 p.m. LONDON, September 17. Mr R. B. Haldane, Secretary of Sitte, War Department, speaking at Newcastle, said that no single nation waa able to reduce its armament. He beliovad the day waa approaohing when the democracies themselves would initiate a movement. "Meanwhile," said Mr Hal dane, "we cannot afford to be weak. We must put our forces on the best possible footing."
