A REIGN OF TERROR. THE SIEDLOE MASSACRE. DELIBERATELY PLANNED PROGRAMME. , ARTILLERY BOMBARD JEWISH HOUSES. Received September 13, 7.37 a.m. ST. PETERSBURG, Sept. 12. Refugees from Siedloe, in Russian Poland, the scone of recent sanguinary riots, deolare that the disorders were the result of a deliberatelyplanned programme. It is stated that the massaores began in different parts when a red light was displayed in the city tower. The soldiers told the PoJes who were fleeing not to fear, as they were only ordered to kill the Jews. The nrtlllefy opeped an indiscriminate bombardment on the Jewish houses, and prevented the Jews escaping into the forests. The Vice-Governor of Siodloe was taken ill on Wednesday and Colonel Sichanovsky, commander of the City military and police, has been appointed to replace him. Another statement regarding the riuts is that a rumour was current on Friday-—the day preceding the disturbances—that a massacre was pending, but the police did not succeed in blackmailing shopkeepers on promises of protection. The refusal of money led to the massacre. Many of those who were wounded in tbe streets were afterwards killed. A volley was fired into a Jewish hospital containing a number of wounded people. Forty two alleged revolutionaries are to be oourt-martialled.

OUTRAGES IN WARSAW. Reoeived September 13, 9 a.m. ST. PETERSBURG, Sept. 12. A lieutenant and a young lady, when walking in the streets of Warsaw, were shot dead. The assassins escaped. A bomb was thrown at a party of eight watobmen and police in Warsaw. Two were killed and six wounded. Thirty, armed anarchists appeared at a wedding in a private house at Odessa and demanded money. Twenty-four were arrested. A girl, named KonoplaniakofF, has been executed in tne Sohluesselburg prison.
