Received September 7, 3.15 p.m ST. PEIERSBURG, Sept. 7.

Mr Fraser, the correspondent of the London Standard, and his secretary (an Englishman), were among the two thousand peopla arrested at Warsaw.

They were conveyed to a yard at the Governor's Palace, and beaten by the Circassian Guards. The intervention of General Scalon's adjutant probably alone saved their lives.
