COLONIAL POLICY. A NEW DEPARTURE. Received, September 6, 8.30 a.m. BERLIN, September 5. The appointment of Herr Dernburg, manager of the Bank of Commerce and industry, to succeed Prince Hohenlohe-Laganburg as act-ing-direofcor of t*ie Colonial Department of the German Foreign Office is attributed in some circles to the Kaiser's initiative, and is on the prinoiple that if the colonies are to pay the cost they must manage the busineas not on bureaucratic lines. The newspaper National Zeitung comments on the oscillation in high oiroles from Muscovitlsm to Americanism. Prinoe Balow, the Imperial Chancellor, claims personal responsibility for the new departure.
