THE CZAR'S ARBITRARY ORDER. Reoeived September 5, 7.41 a.m. . ST. PETERSBURG, Sept. 5. In the oase of open riots the Czar has authorised the GovernorsGeneral to establish speoial uield Courts, composed of officers of the day, by whom rioters will be tried immediately after a crime ia committed. Enquiries and witnesses will be unnecessary, and the sentences will be executed forthwith. INVIOLABILITY OP PRIVATE OWJNERSHIP. Reoeived September 6, 8.30 a.m. ST. PETERSBURG, Sept. 5. The Russian 'Government deolares that it intends to exeoute agrarian reforms on the basis of absolute inviolability of private ownership of land. The Government, it is stated, has sanctioned Jews establishing elementßry and secondary schools.
