TRADE UNION CONGRESS.
Reoeived September 5, 1 a.m. LONDON, September 4. The Lord Mayor of Liverpool welcomed the Trade Union Congress whion is the most important yet held. Four hundred and ninety delegates were present, representing upwards of a million and a half members. Mr Cummings (president), in moving, a resolution hoping that Russia would soon have representative government, depreoated bomb or other outrages. Mr Sexton (pioe-president), in seconding the resolution, did not excuse the use of bombs or dynamite. Bureaucracy had had its chance, and had missed it. Now their blood would be on their own heads. (Cheers). The resolution was carried.
