The cross examination of witnesses by Crick was productive of some lively scenes. SCARCITY OP BUTTER. Received August 14. 11.43 p.m. / August 14. Tuts quotation for the best butter is Is Id per lb. Tbis is the highest prioe obtained for three years. In addition to the usual shortage at this season of the year, a large demand for the uusaltel article for export has bared the market. The principal butter factories are being offered premiums, in some cases over a farthing over the market prioe. There are large importations of butter from Melbourne, but orders are aow being sont to the producing districts which is expected to result in the easing of the market in the near future. NEW GUINEA. THE NEW CONSTITUTION. Received August 15/12.40 a.m. MELBOURNE, August 14. Iu the House of Representatives Mr A. Deakiti announced that the new Constitution of New Guinea would be croolaimed on September Ist. A Governor would not be appointed immediately, but a Royal Commission would be appointed to inquire into the administration of the territory, and report before the end of the year. The Commission will oonsist of Colonel Maokay, formerly Vine-President of 'the New South Wales Executive Council, Mr Parry Oakden, formerly Principal Under-Seoretary for Queensland, and Mr Herbert, Government resident in the Northern Territory.
