' Reports received from all parts ' of the Empire Bbow that the P.ussiaa army is goiug ovei to the | revolutionary movement. I The issuß lies between the Duma on the one hand and the bureaucracy on the other, and the soldiers .are taking the side of the representatives of the people. Even the Cossacks, who have hitherto been willing at all times to .engage with the ferocity in any officially ordered bloodshed, are disaffected, and are demanding that they shall be released fn,ni this kiud of work. Several sotnias have deserted acd others threaten to follow. The extpnt of the revolt has been brought buoje to the Czar by the disaffection of the Ist Battalion of the trusted Preobrasheuskj Regiment of Peteihof, .for which they have been degraded and sent to Medved. Added to this, there is widespread agragriau rioting. The peasants have made up their minda that the Durna is unable to help them to obtain possession of the land, aod are taking matters into tneir own hands. The houses of landed proprietors are being burned and looted, and forests and oroos fired. The authorities are unable to prevent the destruction of property, soldiers called out to stop it refuse to fire on the peasants, who declare that the land is Almighty God's. There is also a complete failure of the crops in several provinces. At least £10,000,000 is needed to help the starving population, and the machinery for distributing relief is quite inadequate when the money }s voted. The danger has been precipitated vj the report of the commission appointed by the Duma to investigate the Jewish massacre at Bielosljok. The report establishes in the clearest manner the simplicity of the authorities. The police engaged the most desperate characters in the town to attack the Jews, some of whom were actually killed in the police-stations. M. Kodarewsky, the Chief of Police, was present when seme of these outrages were committed.' Coming on the top of Prince [Urusoff's sensational statement in the Duma that all Russian massaoros are officially oragnlsed, the report has additional weight. The Government are, however, attempting to minimise the effect of ,these relations. For. this purpose the Minister of the Interior has isaned the report of an offloal whom he sent to Bielostok to make inquiries. This report recommends the prosecution of a number of police officials and constables, for failing to do their doty. By this means it ia hoped to avoid color being given to Prince Urusoff's statement that outrage and massacre have the smypathy of those in high places. If the Czar does order the formation of a ne cabinet, it is believed that it willbe Literal, though not predominantly oadet or constitutional democratic.
