THE CONSTITUTION. Received July 18, 9.30 a.m. LONDON, July 17. In the House of Commons, Sir Henry Campbell-Bannerman, replying to Mr Lyttelton, said Jhe expected to be able to make a statement respecting the Transvaal Constitution before Parliament rises.
