MELBOURNE, June 7.
Lord Northoote ononed tbo last session of the second Federal Parliament to-day. There was a crowded attendance, including several hundred ladies. Mr Seddon and family occupied prominent positions in the Gallery.
Lord Northcoto's speech opened with reference to the general prosperity throughout the Oommonwealth, both in trad« and finance, affording most encouraging evidence of the soundness of business. Reference was made to the AngloFrench New Hebrides agreement. The Oaoiuet had the advantage of conferring with the Prime Minister of New Zealand, and a communication expressing their views concerning the protection of natives aud the reservation of Australasian interests in the group is being forwarded to the Colonial Office. The Conamonwealth g had also expressed its willingness to take over .; Norfolk Island Bubjeot to Parliament's sanction.
DEFENCE MATTERS. Received June 7, 8.32, a.m. MELBOURNE, June 7. Major-General Finn, whose appointment as Inspector-General of Defence, expires at the end of the year, has been granted leave of absence from September.
