Received May 24, 1.5 a.m. •■"*» LONDON, May 23. The Times' Rome .correspondent states that the Postal Congress has concluded. All the chief proposals adopted were British proposals. This result was largely due to the solidarity and unanimity of aim existing between*) the, British colonial delegates.
