Reoeived May 22, 8.15 a.m. NEW YORK, May 21. Admiral Mason, Chief of the United States Ordnance Department, complains of Congress reducing the 1 Navy Estimates by £2,450,000. Increases of the Navy have, he states, been voted without adequate .provision for guns, gunnery, or stores. The condition of bis department was almost desperate, the naval warehouses being depleted of ammunition.
