CHINESE ON THE RAND. Received May 9, 9.15 a.m. CAPETOWN, May 8. The case to test the proclamation regarding the repatriation of Chinese coolies has been heard in Pretoria. Counsel for the mineowners, who brought the case, contended that the posting of the notice amounted to an inducement to the coolies to leave. The court reserved its judgment. CHINESE CONTRIBUTION UNNECESSARY. Received May 9, 9.30 a.m. LONDON, May 8. Speaking in the House of Commons, Mr Winston Churchill, UnderSecretary for the Colonies, said a Chinaman's contribution to the expenses are unnecessary iu all cases, provided that a bona-flde desire to return is plainly manifest. The newspaper Tribune declares that the Government had pledged itself plainly tbafc the Chinese are free to quit, and it ought to tell the Chinese so equally plainly.
