BERLIN, April 14. A sensation has been oreaced by the publication of a telegram son t by the Kaiser to Count Golu ohowski, Austrian Minister o* Foreign Affairs. The Kaiser expresses his warmest thanks fos Austria's "unshakable support" at the Algeoiras Conference, and states that he will reciprocate on a like occasion. A declaration by the Kaiser that Count Goluohowski "proved a brilliant seoond on the duelling ground" has given offenuo. The Emperor's remark is interpretated to mean that Austria occupied a secondary position at the Conference, and it is also considered a reflection on Italy's attitude.
