A SPEECH BY THE PREMIER. Reoeived April 10, 12.18 a.m. LONDON, April 9. Sir Henry Gampbell-Banuerman. at the dinner of the Fishmongers' Society, emphasised the Government's desire 'or conciliation and harmony in South Africa; justice with equality to all whites: and certainly to maintain British supremacy. He hoped the settlement at the Algeoiias Conference would lead to the diminution of (he frightful military burdens of the nations. Britain could set an example. He urged the Fiscal Reformers to let tbe agitation rest awhile in order to diminish the prejudiced effects of uncertainty. Lord Tweedmouth said that tbe Navy was never so well equipped and officered aud manned so fit as now.
