" The German Government objeota to German banks participating in the impending Russian loan, because it is about to issue a German Imperial loan of thirty millions sterling. A SIBERIAN TRAGEDY. A WHOLE TRIBE COMMIT SUICIDE. Received April 5, 8 a.m. ST. PETERSBURG, April 4. The authorities at Yakutsk, in Siberia, sent to the upper reaches of the river Kolyma the half-naked and half-starved Yukjgir tribe on a shooting and fishing expedition for trading purposes, without adequate provisions. When they were faced with starvation, the whole tribe huddled together on a plateau and committed suicid.e, CONSTITUTIONAL DEMOCRATIC PARTY. VIEWS OF THEII-* LEADERS ON THE DUMA. Received April 5, 11.12 p.m. ST. PETERSBURG, April 5. The leaders of the Constitutional Democratic Party, which were victorious at tbe elections in most of the Russian towns, declare that the Duma is bound to oppose the Government. Conflicts were inevitable, and the only chance of avoiding a revolution will be to form a ooalition of thb Ministry under M. M. Shipoff and Petrunkevitcb, with an entirely liberal programme. The peasants are frantically determined to uphold tbe Duma.
