LORD MILNEK'S POLICY. THE PROPOSED MOTION OF CENSURE. t Received Maroh 21, 8.30 a.m. LONDON, March 20. Reuter's Johannesburg correspondent reports that the motion tabled by Mr W. P. Byles, Liberal member for North Salford, censuring Lord Milner for his actions in South Africa has aroused deep reseutment among political parties on the Rand, inlcluding opponents of Chinese labour. CAPETOWN, Maroh 20. The Johannesburg newspaper, The Leader referring to the proposed motion, says it is ashamed of the petty spite, black ingratitude, and lust of party gain underlying the shameful manoeuvres against Lord Milner^ THE AFRIKANDER BOND CONGRESS. Received March 21, 8.30 a.m. CAPETOWN, March 20. The Afrikander Bond Congress passed a resolution urging the Government to pay the sum withheld from the compensation due to those sentenced for high treason. THE RECENT DISTURBANCES. Received Maroh 21, 8.35 a.m. LONDON, Maroh 20. Mr Herbert Gladstone, Secretary of State for Home Affairs, stated in' the House of Commons that he had received no confirmation of the statements contained in recent Durban telegrams. He declared that Mr Keir Hardie's statement that the disturbances in Natal were due to filibustering' with the object of securing gold and gems was a grotesquely ridiouloua calumny.
