CHINESE LABOUR. Received March 17, 12.7 a.m. CAPETOWN, March 16. Mr F. D. P. Chappin, President of the Chamber of Mines at Johannesburg, has emphasised the serious responsibility assumed, by the Imperial Government in reference to labour. If bad times came the whole of the community would suffer. "THE INTEGRITY OF THE EMPIRE." Received Marob 17, 12.7 a.m. LONDON, March 17 The Times' Johannesburg correspondent says that the presence and prosperity of tens of thousands of Britishers would mean the integrity of the Empire; their withdrawal would spell the virtual loss of one or more of the colonies. QUESTION OF RESPONSIBLE GOVERNMENT. Received March 17, 12.7 a.m. CAPETOWN, March 16. Mr T. P. Theron, President of the Africander Party, speaking at the opening of the Bond Congress, at Ceres, said that if the promise of the responsible government of the new colonies was fairly fulfilled, the Liberals would benefit the Empire, and remuve muoh of the past bitterness, and bring federation nearer. He hoped the Imperial Government would have the courage to honestly accomplish the promises regarding Chinese labour.
