QUESTION OF RESPONSIBLE GOVERNMENT. Received March 17, 12.7 a.m. CAPETOWN, March 16. Mr T. P. Theron, President of the Africander Party, speaking at the opening of the Bond Congress, at Ceres, said that if the promise of the responsible government of the new colonies was fairly fulfilled, the Liberals would benefit the Empire, and remuve muoh of the past bitterness, and bring federation nearer. He hoped the Imperial Government would have the courage to honestly accomplish the promises regarding Chinese labour.
