THE DUMA. INTEREST IN THE ELECTIONS. Received March 1, 9.3 a.m. ST. PETERSBURG, February 28. All parties in Russia, excepting tho Social Democrats aud Social Revolutionises, wbp have resolved to booyotfc. the Duma, are organising with a view of taking an active part in the elections. The newspaper Novoe Vremya states that the Duma will be almost immediately prorogued until the autumn. FURTHER OUTRAGES. ST. PETERSBURG, March I. Several Socialist outrages and robberies have occurred at Warsaw. An attempt was made to dynamite a bridge on the Vistula Railway. There is extensive incendiarism in the liflis distriot.
