The Premier, in unfolding his policy in view o? the approaching election, complained bitterly of t he treatment received from the Federal Parliament, which was crippling the State's finances without giving appreciable return beyond a little inter-State freetrade. This state of things had so crippled the Government resources that no extensive innovations or progressive scheme could be undertaken.

The Marine Board has confirmed the report of the Inspector of Shipping, exonerating the officers of the steamer Australian, iu connection with the recent stranding of the vessel. HEAVY" BAINS. Regarding tha offer of the Admiralty to replace H. M.s Powerful by H.M.s. Monmouth, the Melbourne Age says that at first sight it looked like a magnanimous admission that a technical breach of the agreement had been committed and that it was an endeavour on the part ot' the Admiralty to atone for it. On examination, however, the offer of a vessel of the Monmouth type turns out tu bean audacious attempt at bluff on thb part of the Admiralty. The upshot, therefore, is that the Commonwealth Government, after communication with the New Zealand Government, has practically rejected the offer. A despatch to that effect is now on the way to the Imperial authorities. It appears that the Monmouth type is inferior and the Commonwealth would do better to pat up with the protected cruiser Powerful than take an inferior armoured vessel like the Monmouth.
