NEW STAMP DUTIES. Received February 11, 4.51 p.m. BERLIN, Feoruary 10. In the Reichstag the Budget Committee rejected, or amended, the bulk of the proposed new Btamp duties on freights and goods. Herr Stengel astonished the representatives of commerce aud industry by being bitterly opposed to the new taxation, which was to be devoted to strengthening the Empire. Herr Miller, Clerical, maintained, that the enormous increase in the debt was chiefly inccrred in pursuit of "weltpolitik," nud not in the preservation of peace. THE KAISER'S NEW YACHT. Received February 11, 4.32 p.m. BERLIN, February 10. The Kaiser is build'ug a yacht of four thousand tons. THE NEW BATTLESHIPS. Received February 11, 4.32 p.m. LONDON, February 10. The newspaper Engineer states that 'the new German battleships will, be of nineteen thousand tons burthen each and will carry fourteen 12-inch guns.
