THE ALGECIRAS CONFERENCE, FRANCE AND GEKMANY DIFFER.
Received February 7, 11.5 p.m. MADRID, February 7. The oreation of a State Bank and the organisation of the police force in coastal towns containing European residents are two critical questions at the Algeciraa Conference. Franoe, through supplying£2,Boo,ooo out of £3,000,000 JeDt to Mooooo, claims predominant influence over the Bank. Germany insists that the guarantee of a Bank should not be used for political purposes, or as a favour to any nation. The main Droblem in connection with the police is in regard to how many nationalities are to be represented and in whatjproportion.
