Received February 6, 10.40 p.m. NEW YORK, February 6. Though the majority of the consulting engineers favoured a sea level for the Panama Canal, President Roosevelt referred the reports to a Commission which advises a look canal on tbe ground of cheapness and rapidity of construction.
